I am delighted to get together with all the representatives from enterprises present here in the capital of China, Beijing, for friendship and development. 为了加深大家对四川的了解，扩大交流与合作，下面，我就四川省情和投资环境作简要介绍。 In order to deepen everyone’s understanding about Sichuan province and broaden exchange and cooperation, I’d like to brief you on the condition and investment environment of Sichuan. 四川素有“天府之国”的美誉，是世纪伟人邓小平同志的故乡。现有国土面积48.5万平方公里，居全国第5位；人口8700多万，居全国第三位。辖21个市（州）、181个县（市、区）。四川还是多民族省份，有56个民族成份，是全国第二大藏区、最大的彝族聚居区和唯一的羌族聚居区。四川地处长江上游，资源优势、科技优势、市场优势明显。水能资源“富甲天下”，技术可开发量1.1亿千瓦，居全国第一。已知矿产132种，占全国矿产种类的70％，已探明有工业储量的90种，有22种储量居全国前3位，其中钒、钛、硫铁矿等7种居全国第一位。生物资源种类繁多，是中国的三大林区、五大牧区之一，也是“国宝”大熊猫的故乡。有天然中药材4500多种，是我国第一个国家级中药现代化科技产业基地。旅游资源得天独厚，现有国家级历史文化名城7座、省级历史文化名城26座，有国家级风景名胜区15处、省级风景名胜区70处，九寨沟、黄龙、峨眉山—乐山大佛、青城山—都江堰被列入《世界遗产名录》，还有驰名中外的三星堆、金沙遗址等历史遗迹和蜀南竹海、海螺沟、卧龙大熊猫自然保护区、四姑娘山、自贡恐龙博物馆等知名景点。四川是一个人才富集的地方，有高等院校62所，全国重点科研机构54个，两院院士55人。特别是核工业、航天航空、信息技术、生物工程、农业科技、口腔医学等领域科技实力较强，在全国处于优势地位。四川是西部最大的物资集散地，省会成都是西南地区的商贸、金融、科技中心和交通、通信枢纽。 Sichuan since long has enjoyed the fame of “land of abundance”. It is the hometown of the great man of the century, Mr. Deng Xiaoping. Currently it covers an area of 485,000 square kilometers, which ranks national 5th. The population of Sichuan is over 87 million, which is the third largest in China. Sichuan is affiliated with 21 cities (prefectures), 181 counties (cities, districts). Sichuan is a multinational province, boasts 56 ethnic compositions. It features the second largest ethnic Tibetan settlement region, the largest Yi ethnic group settlement region and the only ethnic Qiang settlement region in China. Sichuan is located at the upper stream of Yangtze River with remarkable advantages of resource, sci-tech and market. Its hydraulic resource is “the richest in China”, and its exploitable hydraulic power amounts to 110 million KW, ranking national first. There are 132 varieties of known mineral resources, the number accounts for 70% of that of China. Among which 90 varieties have proved industrial reserve, while the deposit of 22 kinds of mineral resources is among national top 3. Sichuan boasts the largest reserve for seven varieties of minerals including vanadium, iron, pyrites, etc. There are diversified biological resources in Sichuan. Sichuan has one of the top 3 forest areas and one of the top 5 grazing lands of China. It is also the hometown of giant panda, the national treasure. There are more than 4,500 species of traditional Chinese medicinal herbs in Sichuan, where the first State TCM Modernization Sci-tech Industrialization Base was founded. Sichuan’s tourism resource is unique and abundant. Presently it has seven cities of historical and cultural significance at national level and 26 cities of historical and cultural significance at provincial level. There are also 15 state scenic spots and 70 provincial scenic spots in Sichuan, among which Jiuzhaigou, Huanglong, Mt. Emei & Grand Leshan Buddha have been included into “World Heritage List”. Besides, historical relics such as Sanxingdui Relics and Jinsha Ruins, natural sceneries including the Bamboo Forest in Southern Sichuan, Hailuogou Glacier, Siguniang (Four-sister) Mountains, and Wolong Nature Reserve for Giant Panda, Zigong Dinosaur Museum are well known home and abroad. Sichuan is rich in human talents. There are 62 colleges and universities, 54 key State research institutes, 55 academicians of CAS (Chinese Academy of Science) and CAE (Chinese Academy of Engineering). In particular, Sichuan has remarkable and leading sci-tech strength in the fields of nuclear industry, information technology, bio-engineering, agricultural science, stomatological medicine, etc. Sichuan is the largest commodity distribution center in western China, while Chengdu, the capital city, is the center for commerce & trade, finance and sci-tech as well as a transportation and communication hub in southwestern China. 中央实施西部大开发战略以来，我们抓住这一千载难逢的历史机遇，紧紧围绕“在新世纪前10年，把我省建成西部经济强省和长江上游生态屏障，经济社会协调发展，努力实现新的跨越”这一目标，认真实施追赶型、跨越式发展战略，努力做好基础建设、生态工程、结构调整、科教兴川、改革开放“五篇文章”，着力培育电子信息、水电、机械冶金、医药化工、饮料食品、旅游6大支柱产业。实施西部大开发4年来，我省经济发展持续加快,2000年生产总值增长9%，2001年增长9.2%，2002年增长10.6%, 2003年增长11.8%。结构调整力度不断加大，三次产业比重由25.4∶41.9∶32.7调整到20.7∶41.5∶37.8。长江上游生态屏障建设取得重大进展，2.88亿亩天然林得到有效保护，退耕还林1415万亩，1440万亩退牧还草工程已经启动，岷江、沱江、嘉陵江水污染治理已初见成效，出川水质已恢复到Ⅲ级。基础设施建设明显加强，累计完成全社会固定资产投资6940亿元，建成了一批重大基础设施项目。电力装机容量累计1881万千瓦，在建近1000万千瓦；高速公路通车里程累计1673公里，在建352公里。改革开放步伐加快，投资环境明显改善，科教兴川战略切实推进，跨越式发展初见成效。今年以来，我们按照党中央、国务院的部署，高举邓小平理论和“三个代表”重要思想伟大旗帜，认真贯彻落实中央的宏观调控政策，牢固树立、认真落实科学的发展观和正确的政绩观，继续实施跨越式发展战略，奋力推进“三个转变”（即土地资源向土地资本转变、民间资金向民营资本转变、人才资源向人才资本转变），着力解决经济运行中出现的矛盾和问题，国民经济继续保持了平稳较快发展的良好势头。上半年，全省完成生产总值2768亿元，增长13.5%，同比提高2.4个百分比点。我省经济的快速发展，为在座的企业、公司及各国投资者提供了更多的商机和更加广阔的合作空间。 Since the carrying out of “Great Western Development” strategy by the Central Government, we have seized this unprecedented historical opportunity. In the first decade of this century, to build Sichuan into a strong economic province in western China and make it the eco-screen in the upper reaches of Yangtze River and realize coordinated development of economy and society and strive for new progress. Pursuant and leapfrog development strategy has been seriously implemented, and impressive progress has been made in the five aspects i.e. infrastructure construction, ecological engineering, structural adjustment, revitalization of Sichuan with sci-tech and education, reform and opening up. We are also emphasizing on the fostering of six pillar industries i.e. electronic information, hydraulic power, mechanic and metallurgy, pharmaceutical & chemical engineering, beverage and foodstuff, and tourism. Since the carrying out of “Great Western development’ strategy four years ago, the economic development of Sichuan has kept speeding up, in 2000 the GDP increased by 9%, in 2001 the increment was 9.2%, and 10.6% in 2002, 11.8% in 2003. The structural adjustment has been kept strengthening, proportion by types of industries was adjusted from 25.4:41.9:32.7 to 20.7:41.5: 37.8. Impressive progress has been made for the construction of ecological screen in upper reach of Yangtze River. Natural forest of 288 million mu (19.2 million ha.) has been placed under effective protection, 14.15 million mu (0.94 million ha.) cultivated land has been restored to forest. Grassland restoration for 14.40 million mu (0.936 million ha.) of grazing land has been launched, while the water pollution treatment for Mingjiang River, Tuojiang River and Jialing River has achieved initial success, with the exit-Sichuan water quality being restored to Class III. The infrastructure construction has been notably strengthened, total investment of RMB 694 billion yuan in fixed assets has been completed accumulatively, with which a crop of key infrastructure projects were finished. Installed capacity is near 18.81 million KW accumulatively, with another approximately 10 million KW under construction. The mileage of highway open to traffic amounts to 1,673 km, with 352 km under construction. The pace of reform and open-up is accelerating; the investment environment has been remarkably improved; the strategy of revitalizing Sichuan with sci-tech and education is seriously implemented, while the leap frog development is taking a beginning effect. Since early this year, we follow the deployment of the Party Central and State Council; hold high the banner of Dengxiaoping Theory and the important thoughts of Three Represents; seriously execute the macro-control policy of the Central Government. We shall firmly acquire and carry out the Scientific Developing Concept and Correct Achievement View; continuously implement leap-frog development strategy; vigorously push forward “Three Transition” (i.e. the transition of land resource to land capital, the transition of private capital to privately operated capital, the transition of talent resource to talent capital). We’ve been emphasizing on the solution of contradictions and problems in the economic operation, the national economy in Sichuan has maintained its excellent momentum of smooth and relatively fast development. In the first half of 2004, industrial output was RMB 276.8 billion yuan, up by 13.5%; the increment rate was raised by 2.4% compared to that of last year. The rapid development of Sichuan economy offers more business opportunities and broader cooperation space for enterprises, corporations present here and investors from all the countries. 四川作为西部地区人口大省、经济大省，市场潜力大，劳动力资源丰富，蕴含着无限的希望和商机。目前，我省已与175个国家和地区建立了经济、金融、科技、文化、旅游、贸易和劳务合作关系，全球500强企业中有88家在川投资或设立办事机构。在研发和生产领域，英特尔、丰田、拉法基、香港长江实业等知名跨国公司和一大批国内知名企业先后在川投资，发展势头良好。在商业批发零售领域，家乐福、麦德龙、普尔斯马特、欧尚、伊滕洋华堂等世界知名商业企业纷纷落户四川，投资总额达1.68亿美元。沃尔玛、宜家等国际商业知名企业也将在四川投资。在金融保险领域，美国花旗银行、英国渣打银行、法国巴黎国民银行、日本东京三菱银行、香港上海汇丰银行等8家外资银行进驻四川，其中新加坡华侨银行已在四川设立分行，香港东亚银行成都分行正在筹建。美国纽约人寿、英国英杰华、法国安盛、东京海上火灾保险株式会社等 6家外资保险公司在四川设立办事处, 法国安盟保险公司中国总部即将落户成都。在医疗和服务领域，四川已设立了8家中外合资、合作医疗机构，安永、普华永道等全球知名会计师事务所已在四川设立办事处或积极开展业务。瑞典宜家家具商场和西南采购中心、香港建发会展公司、四川机场集团服务、茧丝绸物流中心等9个重大服务贸易项目正在洽谈，总投资达3.59亿美元。这些外资企业现已成为我省投资扩张、产业提升、经济增长的重要推动力量，企业自身也不断发展壮大。 As a province with large population and strong economy, Sichuan is of tremendous market potential and rich human resource and offers unlimited hope and business opportunities. At present, Sichuan has established economic, financial, sci-tech, cultural, tourism, trade and labor cooperation relations with 175 countries and regions. 88 of the Global 500 companies have invested or established their agencies in Sichuan. In the field of R&D and manufacturing, renowned multi-national corporations (MNC) such as Intel, Toyota, Lafarge and Cheung Kong (Holdings) and a huge crop of known domestic companies have consecutively invested in Sichuan with sound development momentum. In the wholesale and retail business sector, the worldly renowned commercial enterprises including Carrefour, Metro, Pricesmart, Auchan and Ito Yokado have landed in Sichuan, with total investment of US$ 168 million. Other big players such as Wal-Mart and Ikea are to invest in Sichuan also. In the finance and insurance sector, eight foreign banks including American City Bank, British Standard Chartered Bank, Banque Nationale de Paris, Bank of Tokyo-Mitsubishi, HSBC, etc have marched into Sichuan, among which Singapore OCBC has established its Sichuan Branch Office, while Bank of East Asia (Hong Kong) is preparing to set up its Chengdu Branch. Six foreign insurance companies i.e. New York Life Insurance, British Aviva Insurance, French Axa, Tokio Marine and Fire Insurance Representative Offices, etc have set up their representative offices in Sichuan, and the Chinese headquarter of French Groupama Insurance will be settled in Chengdu soon. In the field of medical service, eight joint venture (JV) or Chinese-Foreign cooperation medical institutions have been established in Sichuan. Worldly famous accountant agencies i.e. Ernst & Young and PricewaterhouseCoopers have either set up representative office or are actively conducting business in Sichuan. Nine key service & trade projects are under negotiation, which include Swedish Ikea Furniture Shopping Mall, Southwestern China Procurement Center, Hong Kong C&D Conference and Exposition Corporation, Sichuan Airport (Group) Service, Silk Logistic Center, etc, with total investment of up to US$ 359 million. These foreign companies have become an important driving force for the investment expansion, industry upgrade and economic increment of Sichuan, while they themselves are also growing larger and stronger. 我们将继续坚持“大开放促大开发，大开发促大发展”的方针，适应我国加入世界贸易组织的新形势，积极致力于与国际惯例接轨，加快政府职能转变，减少行政审批事项,整顿和规范市场经济秩序, 着力营造符合市场化要求的公开、公正、平等的法制环境，统一、稳定、公平的政策环境，诚实守信的信用环境，“亲商、重商、安商、富商”的社会环境，敢富、争富、快富的舆论环境，生态文明的人居环境，不断提高服务质量和水平，确保中外企业在四川得到最好的支持和服务。同时，我们将进一步创新直接利用外资的方式，通过出售产权引进外资；探索引进各类投资基金、探索BOT、TOT等灵活多样的方式；积极引进国内外资，转移在国内的生产基地和研发基地；积极邀请外商到四川设代表处，为已有的投资企业创造条件增资扩股；积极尝试在境外利用外资。通过加强交流合作，实现优势互补、共同发展。 We will keep sticking to the idea of “great opening-up facilitates great development, while great development brings along great progress”; adapt to the new situation after China’s accession into WTO; and vigorously focus on following international practice. We will also speed up transition of government functions; reduce administrative approval items; rectify and standardize market economy. We will strive to create an open, just, and equal legal environment which complies with market requirement; and a unified, stable and fair policy environment, an honest and trustworthy credit environment; a pro-business social environment. We also encourage people to get rich and aim to set up an ecological and civilized human habitat. We will continuously upgrade service quality and level to ensure that enterprises from home and abroad can receive the best services. Meanwhile, we will further renovate the utilization patterns for foreign direct investment (FDI), such as introduction of foreign investment through sales of ownership; we will also explore the possibility of introduction of various investment foundations, as well as flexible modes such as BOT, TOT. We will vigorously attract foreign investment in China to Sichuan and relocate the manufacture base and R&D base. Initiative shall be taken to invite foreign investors to set up representative offices in Sichuan, favorable conditions shall be created for existing investment projects in capital increase. And we shall actively experiment on the utilization of foreign investment outside China. We will also concentrate our efforts on creating an open, just, equal and market-oriented legal environment, a united, stable and fair policy environment, an honest and trustworthy credit environment, a social environment of favoring, valuing, stabilizing and enriching commerce, a public opinion environment in which people dare and contend to get rich as soon as possible, and an eco-friendly and civilized residential environment. Meanwhile, we will constantly improve the quality and level of our services so as to ensure domestic and foreign enterprises in Sichuan the best support and services. We will further innovate the patterns for direct use of foreign investments so as to introduce foreign capital, for instance, by sell property rights. We will also explore the introduction of investment funds, BOT and TOT in varied and flexible forms, actively introduce foreign capital in China and relocate their production and R&D bases in Sichuan, actively invite foreign businessmen to set up representative agencies in our province in order to create favorable conditions for the expansion of existing enterprises, and actively strive to utilize foreign capital overseas. 在学习楼主的基础上，并以田老师的翻译为篮本，抛出自己的版本。只是一小段。需要说明的是：不同的翻译处理起来不同，有理解的问题，有个人偏好的问题，当然还有语言水平的问题。我在论坛上从来没有说过自己的翻译水平如何如何，或者是自己的语言水平如何如何，我认为自己的翻译水平或语言水平就是个中上水平。但对自己的知识面和治学能力还是有一定自信的，当然这也是相对的。 我在跟探讨贴的时候，一没有田老师谦虚，每次总要说很多客气话，说一两次够了（这个论坛上做人难啊）。二是没有他慎重。我把我的理解和翻译贴出来了，别人爱怎么说就怎么说，当然我会关注并学习的。 请感兴趣的同行指正。 我们将继续坚持“大开放促大开发，大开发促大发展”的方针，适应我国加入世界贸易组织的新形势，积极致力于与国际惯例接轨，加快政府职能转变，减少行政审批事项,整顿和规范市场经济秩序, 着力营造符合市场化要求的公开、公正、平等的法制环境，统一、稳定、公平的政策环境，诚实守信的信用环境，“亲商、重商、安商、富商”的社会环境，敢富、争富、快富的舆论环境，生态文明的人居环境，不断提高服务质量和水平，确保中外企业在四川得到最好的支持和服务。同时，我们将进一步创新直接利用外资的方式，通过出售产权引进外资；探索引进各类投资基金、探索BOT、TOT等灵活多样的方式；积极引进国内外资，转移在国内的生产基地和研发基地；积极邀请外商到四川设代表处，为已有的投资企业创造条件增资扩股；积极尝试在境外利用外资。通过加强交流合作，实现优势互补、共同发展。 We will continue to adhere to the guideline of “promoting greater development through deeper opening up and boosting wilder growth through greater development”, adapt to the new situation brought about by China’s accession to the WTO, actively devote ourselves to integration with international practices, accelerate transformation of government functions, cut down items subject to administrative approval, and rectify and standardize the market economy order. Our aim is to complement each other and seek common progress through reinforced exchanges and cooperation. 什么叫complement each other? 这是对中文的字字对译,或曰Chinglish. 今天很忙,别的句子还没看. active 用太多了, 难道不知道英文的变化,中文的重复吗?
