Arguably, ‘3’ has enough on its plate just getting its network system up and running. “We built this system to be 3G from the start and 3G is not just about the network piece,” says Cooper. “You have all the rest of the infrastructure that allows you to do complex services, data services, so that you can stream, for example, or send videos. A lot of these things need a lot of complex IT in the background. Our network is, I think, quite different to the others and, hopefully, will give us lots of enablers, so that we are quicker to market and faster.”

它的意思是“3”很早就已经联络好软件开发商，并为“3”提供足够的服务内容，所以在推出的时候比其他竞争对手能够更快的符合客户的要求。

但我觉得，这里其实就是说为3销售3G业务创造了很多条件。
