Power over/to/with/through如何翻译为***权力这样的名词啊？

Power over, Power to, Power with, Power through这几个短语如何翻译成名词啊？

Power over就是用来over他人的权力，to就是to sb的权力，with和through也是如此。

这几个词组让我想起了林肯演讲中的of/for/by——民有、民享、民治。但是现在是权力后面加了一个孤零零的介词，不好翻译成为“**权力”这样的名词啊？请各位帮忙指点一下。谢谢！

Power with is actualized power in an organization. This occurs when changes in relating are felt at the deepest structures of the organization—the cultural values and beliefs reflect this.

Power through is exercised power in the form of seeing rich information networks, having relationships that foster becoming, acknowledging widely shared values, maintaining open communication, encouraging team learning from one another, having multiple sources of data and feedback, and sup¬porting the flexibility of an adaptive system to respond to change.

不知道政治学的高翻们有没有固定翻法呢，也许国内的政治学还没有类似术语也未可知。
